Overview

Estonia offers non-EU founders and entrepreneurs a genuine route to EU residency by establishing and actively running a real business — self-employment, a company, or a certified startup. This is a real, live-in residence permit, distinct from Estonia's well-known e-Residency, which is a digital ID for running an EU company remotely and grants no right to live in Estonia whatsoever.

Program details

Estonia runs several genuine business-immigration routes for non-EU nationals, each a real Temporary Residence Permit (TRP):

Self-employed: invest a minimum of €16,000 under your own control in Estonia and register as a sole trader.

Business/enterprise: invest a minimum of €65,000 in an Estonian company you run.

Startup: apply through the Startup Committee (via Startup Estonia) with an innovative, scalable business — no fixed capital threshold, but the committee evaluates innovation, scalability, market potential, and team strength (a decision on the startup evaluation typically comes in about 10 working days).

Major investor: a direct investment of at least €1,000,000 in an Estonian company or qualifying fund — a separate, higher-tier track, sometimes referred to informally as Estonia's "golden visa," though the government doesn't use that branding.

The TRP is valid up to 5 years initially and extendable in further increments. It grants the right to live in Estonia, work for your own company, and travel within the Schengen Area (90 days per rolling 180 in other Schengen states). Note: Estonia has never operated a citizenship-by-investment scheme, and Estonian company share capital itself is now only €0.01 (following a 2023 reform) — the real investment threshold is the residence-permit requirement above, not company registration.

Eligibility & requirements

Non-EU national, 18+; the qualifying investment or startup approval for your chosen route; a genuine, credible business plan; sufficient resources/income; relevant qualifications where applicable; long-term health insurance valid in Estonia; registered housing in Estonia; compliance with Estonian business registration; clean criminal record; genuine intent to build and run the business and reside in Estonia.
